for more than 90% of entrepreneurs in the Altai territory have resumed activity after a long period of restrictions. Not everyone was able to recover by introducing new services and reformatting work. Some representatives of small and medium businesses were forced to close or reduce production. In the most affected by the pandemic industries at the moment there are already about 23 thousand enterprises, which employ about 75 thousand people.
the Federal and regional oblast authorities have introduced additional measures to support entrepreneurs at the time of the pandemic. For salary payments to employees of the state allocated Altai businessmen 1.1 billion. In addition, the region attracted Federal funds for capitalization of the Altai Fund of microloans and guarantee institution in the amount of 177,5 million.
For entrepreneurs of the region provided with soft loans totaling nearly 5 billion rubles. Also, revised the conditions for granting support and introduced new products financial assistance: for example, the new warranty program “Priority 2020” from the center of provision of guarantees to support enterprises in the affected areas when obtaining loans from banks. In just 6 months of the current year the Fund provided surety organizations receive loan funds in excess of 260 million rubles for 55 loan agreements. The amount of attracted credit resources amounted to nearly 900 million rubles.
Altai Fund of microloans has revised the terms of the borrowed funds for entrepreneurs in the affected areas: now loan up to 5 million rubles you can get with an annual rate of only 1%. Fund since the beginning of the year issued 234 credits for the sum over 450 million roubles and granted a deferral of 97 contracts with the amount of the released funds in excess of 115 million rubles.
Additionally, within an individual program of socio-economic development of the Altai territory entrepreneurs in the region will be able to cover the costs of purchasing new machinery and equipmenttion in the amount of 300 million rubles in 2020.
Despite a measure of business support for the period January—July 2020 the number of employees reduced in all spheres of activities in the region, according to official data, amounted to 2034 person (reductions because of the pandemic was not stated). Thus, as of July 29, the official status of unemployed in the region have 33 thousand 800 people.
To support the population of unemployment benefits to those who contacted the employment service in connection with a job loss after March 1, 2020, the government increased to 12 thousand 130 roubles (without taking into account regional factor and the payments for the child). Total payments for the unemployed in the province increased by 2 times: from 1 billion 415 million rubles to 2 billion 850 million rubles: earlier in the employment service for benefits addressed in every four, now — every second.
For entrepreneurs, ceased its activities after March 1, 2020, and also introduced support for the — maximum benefit amount (12 of 130 thousand roubles with increase of area ratio) for the period from June to September. The employment service of the region at the moment have already asked 223 such entrepreneur.
