the Bill provides restriction of access to information containing “justification or excuse of extremist (or) terrorist activities, according to the decision of the Prosecutor General of the Russian Federation or his deputies”.
Now in order to block only the sites with calls to extremist activities or riots. In other cases requires a court decision.
the Bill was drafted by a Duma Commission to investigate the facts of interference of foreign States in the internal Affairs of Russia in accordance with the strategy for countering extremism in Russia to 2025.
the Commission referred to the established numerous facts of distribution of representatives of foreign States of information containing “the rationale or justification of extremist activities, including terrorist activities, according to the considerations of a political, ideological, religious and other purposes destructive influence on social and political institutions in Russian society”. “Recorded frequent cases of whitewashing Nazi war criminals, their accomplices, collaborators and justify their crimes. The glorification of Nazism and other misanthropic ideas is presented as the realization of the right to freedom of expression”, — stated in the explanatory note to the project.
