In the state Duma a bill on fines for failure to remove prohibited information on the Internet, the correspondent “of Rosbalt”.
the initiative to amend the administrative code were made by the deputies of the state Duma from “United Russia” Sergei Boyarsky and Alexander Khinshtein. They propose to fined large sums for violation of the order of removal and (or) restriction of access to information, information resources, access to which is restricted.
under current law, hosting providers, owners of information resources are obliged to take measures to restrict access to prohibited information. But responsibility for failure to fulfill these requirements is not established, noted in the explanatory note to the bill.
According to Roskomnadzor, as of April 2020, revealed about 20 thousand facts not forbidden to disseminate information. From the statistics shows that often the requirements of the law violated the largest Internet resources registered outside Russia.
the Bill proposes to Supplement the code of administrative offences with a new article 13.41 “Violation of the order of removal and (or) restriction of access to information, information resources, access to which is subject to limitation in accordance with the legislation of the Russian Federation on information, information technologies and protection of information”.
it is proposed to set a maximum penalty of fines of up to 8 million rubles for the failure information containing calls for extremist activities, materials with pornographic images of minors and (or) announcements involving minors as performers to participate in entertainment events of pornographic nature, information about ways, methods of development, manufacture and use of narcotic drugs, psychotropic substances and their precursors, new potentially dangerous psychoactive substances, the places of their Department.etenia, methods and places of cultivation of narcotic plants.
In the case of repeated offence the fines can increase to 15 million rubles.
