In the state Duma a bill providing for the payment of one-time payments for the purchase or construction of housing for victims of political repression, the correspondent “of Rosbalt”.
the Allowance is paid from the Federal budget to rehabilitated persons could buy with that money housing at the former place of residence. The authors of the bill estimate that such benefits need about 300 people who would like to return to their former place of residence. On benefits need 1.4 billion.
the legislation establishes the right of the rehabilitated individuals who have lost their dwelling in connection with repression back to stay in those areas and settlements where they lived prior to the application of repression to be taken account of and to be provided with premises in the manner prescribed by the legislation of subjects of the Russian Federation. However, the law provides no special regulatory mechanism to ensure the right of rehabilitated persons and members of their families to return to their places of origin and gives rise to legal uncertainty in respect of this category of persons.
