The decision was a compromise, as previously Canada, USA and the Netherlands proposed to include two families of toxic substances “Beginner”, but Russia urged to add to the list of five chemicals to the family of “Beginner”. In the OPCW with Moscow did not agree, explaining that some elements of the Russian proposal did not meet the required criteria.
