the list includes Nizhny Novgorod, Yekaterinburg, Chelyabinsk, Samara, Perm, Nizhny Tagil, Saratov, Omsk, Kazan, Novosibirsk, Yaroslavl, Magnitogorsk, Izhevsk, Ufa, Tomsk, Ulyanovsk, Ivanovo, Novokuznetsk, Irkutsk and Borovichi.
In these cities will set up a stele with the image of the city emblem and the text of the decree about assignment of a rank.
