Putin signed the law on the prevention of oil spills

Russian President Vladimir Putin signed a law that regulates issues relating to the prevention and liquidation of spills of oil and oil products, and are aimed at preventing a disaster similar to the spill of diesel fuel in Norilsk of the Krasnoyarsk territory. The corresponding document was published on the official Internet portal of legal information. Thus, the document establishes requirements in the field of environmental protection in the conduct of activities in the field of geological study, exploration and production of hydrocarbons, as well as in the processing (production), transportation, storage, realization of hydrocarbons and produced from it products. The law says that the implementation of such activities must include measures to prevent and eliminate spills of oil and oil products, as well as other negative impacts on the environment. According to the law, organizations operating in the field of geological study, exploration and production of hydrocarbons, as well as processing (manufacturing), transportation, storage, realization of hydrocarbons and produced from it products (operating organization), until January 1, 2024 shall approve the plans of prevention and liquidation of spills of oil and oil products. The document also establishes requirements for the implementation of the operating organization of prevention and liquidation of spills of oil and oil products, to the financial support for these events, as well as the responsibilities of the operating organization and procedures of the Federal bodies of Executive power in the event of a spill of oil and oil products. The law will come into force on 1 January 2021.
