On the website change.org collecting signatures on a petition, which contains the requirement to reject a bill to ban transgender people to marry and to adopt children. The authors of the appeal, directed to the state Duma and the Federation Council, called the bill “discriminatory”. The petition stated that it violates the rights of thousands of people for a prosperous life in Russia, forcing them to seek asylum in other countries. Earlier, a group of Federation Council members submitted to the state Duma a bill to ban transgender people to marry and to adopt children. As explained by one of the authors of the initiative, the head of temporary Commission of the Federation Council on preparation of proposals on improvement of the Family code Elena Mizulina, the proposed changes are due to new constitutional provisions, reports TASS. According to the explanatory note to the draft article of the Family code, in the wording of the bill konkretisiert constitutional provision defining marriage as “the voluntary Union of a man and a woman…”. While article 14 of the code is supplemented by a provision on the prohibition of marriage between persons of the same sex. In turn, the press Secretary of the President Dmitry Peskov did not comment on the provisions of the package of bills. “Of course, a certain formalization of the new provisions of the Constitution of the Russian Federation is required, the amendment made (to the Constitution), she voted, it took effect, so one way or another it is necessary to formalize”, — he said, however, with specific regard to the initiative of the Sands proposed to apply to Mizulina.
