This opinion was expressed by the special representative of the President of the United States arms control Marshall Billingsley, his post posted on Twitter.

Recall that in 2010 Russia and the United States signed the Treaty on reduction of strategic offensive arms (start-3), which aims to reduce the number of deployed warheads, Intercontinental ballistic missiles and missiles deployed on submarines and heavy bombers. The agreement expires in 2021. For extension of Moscow and Washington had not yet agreed.
