Vice Prime Minister of Ukraine proposed to start new negotiations on the Donbass without Russia

Vice Prime Minister of Ukraine Oleksii Reznikov suggested the UK and US to host talks on the situation in the Donbass in the “Budapest format”, but without the participation of Russia at first.

As reported on the website of the Atlantic Council research center under the auspices of NATO, according to Reznikov, the talks should be held without Russia, because it violated the Budapest Memorandum of 1994 and “invaded Ukraine”.

“We must now consider a return to Budapest format. At first, consultations should be held without the participation of Russia, given that Moscow has abandoned its status of the guarantor to become an occupying force,” he wrote. However, he added that “Budapest format” will provide an opportunity for new cooperation with Moscow.

Also Reznikov said that to abandon the “Minsk format” is not necessary, as it allows for the exchange of detainees.

Ukraine, Russia, USA and UK signed the Budapest Memorandum in 1994. According to this document, Kiev joined the Treaty on the non-proliferation of nuclear weapons and dismantled its nuclear capability, while Russia, USA and Britain guaranteed its security.
