The situation with emergency quarters were discussed at the meeting in the Mariinsky Palace on June 10. The reason for the discussion was the legislative draft proposed by the deputies Aleksey Civilian and Denis Chetyrbok to allow the government to demolish the house completely settled.
“Now we in the city cannot demolish the building, completely settled in the framework of the program of renovation, where all apartments are already in the ownership of St. Petersburg. There is still no approved order of demolition of such houses. A demolition is important, because in its place should arise a newly built house relocated tenants from second home — in a Domino effect,” explained Denis Chetyrbok and suggested that such an approach would facilitate a program of renovation in part of city blocks.
Deputy Mikhail Amosov, in turn offered to roll the renovation programme as a whole.
“there are two approaches of renovation, one of them was used in Moscow. But Moscow is a very special city with a large budget money. In addition, it all sides has acquired satellite cities, nowhere to expand. But such an approach on our soil to carry properly. The more that we get nowhere. Time to diagnose — no renovation in the city is not happening, despite the fact that we have assigned it to a bigger company, the monopolist in the business, which itself is monstrous — “SPb Renovation”, — said Amos.
According to him, St. Petersburg is necessary to adopt the second method of renovation, which was implemented in the territories of the former GDR with a similar construction.
“There’s about 15 million square meters of housing has gone through the recovery procedure — the house has improved characteristics, insulated, made elevators, created a new teplocentr. I think the analogue such a program is to run in St. Petersburg”, — said the MP.
Alexei Kovalev acted even more radically, stating that the sole purpose of “SPb Renovation” is to carry out infill development in adjoining areas owned by the city and the tenants of the houses.
“It’s just stealing from the people and the city, and no developer would find benefit in the renovation project, if not take away this land. Recall, a year ago it became known that the program of renovation of the 22 built-up areas in St. Petersburg will continue, Smolny extended the contracts with LLC “SPb Renovation” until 2029. The company carries out the renovation of blocks in Kalininsky, Krasnogvardeisky, Kolpino, Nevsky, Frunzensky, Kirovsky, Krasnoselsky, Resort, Moscow and regions since 2008. In accordance with the document, the city will replace the damaged buildings of the mid-twentieth century for a new home. It is expected that residents will get apartments in their districts.
